Downtown Bellingham Ambassador, Rowan Powell, was walking his route on a cloudy, chilly day in beautiful Downtown Bellingham when he received a call about an individual in distress. When Ambassador Rowan arrived at the location, he encountered an unresponsive individual on the ground. After checking and not finding a pulse, he called 911. While on the phone with the Dispatcher, someone gave Rowan a package of Narcan. Rowan followed the directions from the Dispatcher, who walked him through administering the dosage. Within a few minutes, the individual began to wake up. The Paramedics arrived and transported the individual to the hospital. The Paramedics thanked Rowan and told him that he had just saved a life.
